  ~The problem may therefore be stated quite simply thus.  What can be done to bring health to economic life outside the big cities,  in the small towns and vollages which still contain in most cases,  nearly 70% of total populations! As long as the development effort is concentrated mainly on the big cities,  where it is easy to establish new industries,  to staff them with managers and men,  and find finance and market to keep going( In reality it is much wearisome than we can think so), the competition from these industries and trans-nation products dumping( Ex Chinese fabrics torn domestic textiles) will further disrupt and destroy non agricultural production in the rest of the country,  will cause additional unemployment outside,  & will further accelerate the migration of destitute people into towns and big cities that can't absorb them & make city over crowd (Reasons to be happens events like Elphinstone Stampede in Bombay)

It is necessary therefore,  that the least an important part of development effort should by-pass the big cities and be directly concerned with the creation of an agro-industrial structure in the rural and small town areas.

It is important that there should be enough work for all bcz that is the only way to eliminate anti-productive reflexes and create a new state of mind that of a country where labour has become precious (Reason why?  Bcz industry needs a talent and skill to fullfil the job discriptions,  never to be unskilled can carry forward or else) & must be put to the best possible use.

The misunderstanding is the myth of maths that appied to calculates the economic data which creats the fake picture of ECONOMIC DEVELOPMENT. Calculation measures the success in terms of output or income not to be outcomes or into the improvements of life of citizen in that nation.  It is quite inappropriate in the conditions here problem of development.  The dynamic approach pays heed to the needs and that can be done. Questions are How and when??
